The State Seal depicted on the flag of Virginia, which is blue, dates almost from the Declaration of Independence. It shows Virtue, dressed like an Amazon and armed with sword and spear, trampling down the figure of Tyranny, whose crown is fallen and who grasps a broken chain and a whip. The motto is Sic Semper Tyrannis or "Thus ever to Tyrants."

Virginia is one of the few states that dictates fringe options in color other than gold, in this case white. Two options are offered per Virginia code regarding the state flag. Official use dictates the fly end only with fringe, whereas in most real use instances customers prefer the fringe on all three sides of the flag. We offer the White Fringe on ALL 3 Sides.
Code of Virginia Title 1. General Provisions Chapter 5. Emblems Article 1. Symbols of Sovereignty § 1-506. Flag of the Commonwealth The flag of the Commonwealth shall be a deep blue field, with a circular white centre of the same material. Upon this circle shall be painted or embroidered, to show on both sides alike, the coat of arms of the Commonwealth, as described in § 1-500 for the obverse of the great seal of the Commonwealth; and there may be a white fringe on the outer edge, furthest from the flagstaff. This shall be known and respected as the flag of the Commonwealth.
